The Kemnal Trust – Sharing Best Practice, Resources And Services.
The Kemnal Trust (now The Kemnal Academies Trust) was formed in 2008 to continue to improve the academic standards of Kemnal Technology College (KTC) through a revised governing structure, the establishment of best teaching practices and a review of resource allocation. The success of the initiative (Ofsted’s 2009 inspection judged KTC ‘outstanding’ overall, and one of the most improved schools in the country) has been such that four other schools: Welling School, Bexley; Debden Park High School (Ofsted’s Sept 2009 inspection judged DPHS ‘outstanding’) in Loughton, Essex; King Harold School in Waltham Abbey, Essex; Swanley Technology College in Swanley have all joined the Kemnal Trust. King Harold has joined as a National Challenge Trust School. Each school retains their distinct personalities and autonomy, but shares the same Chief Executive Officer. Expressions of interest to become Academies
All five secondary schools in the Kemnal Academies Trust have expressed an interest in becoming Academies and two of them, Kemnal Technology College and Debden Park High School have made applications as ‘outstanding’ schools and will become Academies by September 2010. The Kemnal Academies Trust are also supporting two primary schools to raise standards. The schools are: Horizon and Downsview, both in the Swanley area of Kent.
Opening of Training Centre
The Kemnal Academies Trust Training Centre is now nearing completion and will be opened at the beginning of September 2010. Anyone interested in using the centre should contact Tracey Cullen email address tcullen@ktc.bromley.sch.uk

Debden Park High School was placed in “special measures” in January 2007 and Welling School in January 2008. After an external review of teaching and learning, Kemnal Technology College was brought in by Essex and the London Borough of Bexley respectively to take over the day-to-day running of the schools. As a result, both schools came out of ‘special measures’ on their second monitoring visit – the quickest recorded ‘turnaround’ for secondary schools. Debden almost doubled its 5+A*-C M/E grades in one year from 23% to 42% in 2008 and moved from being in the bottom 10 performing schools in the country to being in the top 10 of most improved schools the following year.
Kemnal’s most recent Ofsted report (February 2009 - 25/27 judgments graded 1, 2/27 judgments graded 2) states:
“Kemnal Technology College is an outstanding school………….Teaching and learning are outstanding……….The preservation of high-quality teaching and learning is at the heart of the college's work……….. Impressive quality assurance……….The primary focus in raising standards and achievement is deeply rooted in what takes place in the classroom. Students make excellent progress as a result of many good and outstanding lessons, combined with outstanding care, guidance and support, and a curriculum offer that has been judiciously designed to meet the needs of the students……….The college is well recognised by parents, who comment that it is 'an outstanding educational institution' and that 'the ethos of the school is helping to produce confident, caring, expressive students who will take this attitude and the learning gained into their adult lives'………..”
Debden’s most recent Ofsted report (September 2009 - 23/26 judgments graded 1, 3/26 judgments graded 2) states:
“Debden Park High School provides an outstanding quality of education for its students……….Teaching is outstanding………..The leadership group is central to all of the school’s activities. A combination of ambition, passion and expertise has enabled the school’s senior leaders to assemble and mobilise a workforce with a common purpose – that of maximising the life chances of every student in the school………..The school’s success is a product of the effectiveness of the senior leadership team. Under the direction of an exceptional head teacher, and with considerable strategic support from The Kenmal Trust, the school has become outstandingly effective.”
Welling’s most recent Ofsted report (December 2008) states:
The school has improved significantly ………..“The Executive Principal and the Headteacher, whose substantive appointment was confirmed in October, have led a rigorous audit of teaching quality and implemented a substantial change……….The school's impressive improvement has been vigorously and efficiently directed by the Executive Principal……….The school's incorporation into The Kemnal Trust is bringing a range of benefits, including economies of scale in the upgrading of resources such as information technology and access to specialist skills, ensuring that there is good value for money”.
King Harold’s most recent Ofsted report (September 2009) states:
King Harold ……….. is improving quickly. This improvement is due largely to the school’s recent association with The Kemnal Trust and the expertise in school improvement that it has shared and provided…………The involvement of The Kemnal Trust has been crucial to these improvements and partnership working is good. Expertise gained in other improving schools has been brought to bear quickly, and there is a growing exchange of staff and systems.

The Trust
The Kemnal Trust has seven trustees, a Chief Executive (who is also a trustee) and a Company Secretary.
In addition, the Trust draws on expertise from the schools within the Trust to support other schools that may wish to join “The Kemnal Trust”.

Professor Mark Hector is Chairman of Governors at Kemnal Technology College and also Chairman of The Kemnal Trust. He is Professor at Queen Mary, University of London (QMUL).
Ray Vooght, also a governor of Kemnal Technology College, is European General Manager of AISIN Europe, A Toyota Group Company.
Peter O’Sullivan was a senior executive at IBM and has worked at senior levels in the public sector. He has written the Kemnal Case Studies and the Kemnal Toolkit.
Christian Cavanagh is Headteacher of Debden Park High School and Executive Headteacher of King Harold School (these are both Essex schools)
Diane Khanna is Headteacher of Welling School in Bexley
Christian Markham is Headteacher of Kemnal Technology College.
